At first, this site gives you some translations for Psxpad. Just download the file and put it into the same folder as psxsetup.exe . Start the setup now and it should be in the language you have installed your Windows (or selected in your Windows). If not, you can backup the default.ini file and overwrite it with the downloaded one.
